Deploying liabilities

Can I just confirm how liabilities are deployed. P46 says they must be deployed at the game start, but not where or how?

Are they just treated as another defender unit, and placed d6 squares from an attacker nominated corner, or do they deploy with a nominated defender unit?

I can see an argument for either is Cattle may be anywhere on the plain and need gathering in, but a mile train of gold, or prisoners are unlikely to be wandering on their own.

You are right. It is not clear at all.
The intention is that the defender can place them anywhere he wishes.
