Why does PBI do it like that (return shooting)?

PBI "Why do we do it like that?"
Return and opportunity shooting.

PBI operates on two levels of shooting.
This can make things a bit tougher to understand.

Big shooting never creates return shooting. Big shooting = mortar, tank gun, foot AT, towed gun, off table HE, etc.

Small shooting always creates return shooting. Small shooting = MG, rifle, MG from vehicles etc.

There is no overlap of the two shooting types.
This means players need to ask themselves is this big shooting or is this small shooting?

If the answer is "small shooting" then return shooting is  OK.
If the answer is "big shooting" then there is no return shooting.

This is nice and easy, but compromised by a few exceptions in PBI. These exceptions might be a problem and are under review.

Exceptions are sniper and vehicle MG.
The other exception is that guns get 1 free opportunity shot and no more.

Having just read through the rules in some detail and struggled a little with the different groupings of shooty things, I really like this concept of Big Shooting and Small Shooting!

Maybe there should be an "explanations" section at the end of the book??

I've always liked reading 'Rules writers thoughts' at the end of a rule set. It can often clarify thinking of mechanics people might not have encountered before.

I agree - 'Design Notes' can be very useful in understanding why things are done in a certain way (and hence helping gain acceptance), as well as potentially helping navigate those rare unforeseen circumstances.
