The Perries were given to "whims" where they simply made whatever they fancied, hence the 15mm and the WW2 20mm ranges.
Bryann Ansell is well known for his dislike of any figures other than 25/28mm, although did get the designers to make 10mm SYW which were never released.
Hence, the scales other than 28mm were not supported after release.

The moulds were stored off-site for many years, so it was physically impossible to cast what wasn't in the factory unless new moulds were made, requiring the necessary masters. Some moulds were made in odd combinations and not tied to unit packs.

The masters were on site but were organised chaos; there were figures where no moulds had ever been made (Austrian Pandours).

The moulds may well still exist, although may not be easy to find or they may have been lost or no longer useable.

A great pity they disappeared. I have almost all the 15mm ones I originally bought, some of which are in my WotR collection, but most ended up in my Italian Wars collection.
