I would suggest a pack of 8 down markers and a pack of 6 hammered and 2 failed markers.
You don't need more than 2 failed, 6 hammered possibly only in a fire base game, 8 down should be enough with normally 4 US units and 4 NVA or 5 VC

Yes the pack will be built towards the game requirements and the price will then follow.
Am doing the same with caches so they fit the game and then are priced appropriately.
