Heaviest set of PP rules

At the moment Julie is working hard (any hours)  to change our postage over to "by weight" as opposed to "by value".
This means that all products, including rules, need to be weighed.

What do you think is the heaviest set of RFCM rules ( clue 700 g)?

Without cheating and actually weighing, I'll go for the Vietnam set, as it's so chock full of good stuff.

Interesting concept - postage by "value". Is this synonymous with price? Some sets may be cheaper but offer exceptional value...?

Square bashing 400g.
PBI 650g (close to the top).

Ah but you could argue that PO8 is actually three rules sets in one. The sea game, the land raid and the campaign.
