The sentence before defines these as "wheeling, formation changes and direction changes".

There is also a clause under each of those manoeuvres in the next page.

     Thank you.  I missed that.  I was looking under "formations".  For anyone that reads this later it is on PG 98 in the US edition of the rules.  It also is not annotated on the AP chart on PG 96 though wheeling is.  I use that chart as a QRS.
