Seeking clarification: does the countdown drop by 1 after each player's turn (which is how it reads), so potentially one player will get 3 turns & the other 2, or after both players have had a turn, so that they get 5 apiece?

Both players get 5 turns...attacker first. Then the defender can choose to extend the raid game by upto a further 5 turns but it costs him victory points.
