Sorting through the bookshelves I came across my copy of the (old) AK-47 rules.  One aspect of the game I particularly like is the pre-tabletop game with the various 'trees' depending on the basis of your army.  One which might be suitable for FM with it's different political alignments.  I also rather liked (as per original SB) the scale of attack / defense and being able to move up and down it to determine the attacker.
