Hammerin Iron Action Cards

In my HI2 (1999), there are Full Speed Ahead cards and Action Stations cards.

From somewhere on the web (I cannot recall where, perhaps the old Yahoo Group?) I have cards called Gun Ports and Smoke order cards which seem similar except that the Gun Ports deck (the equivalent of Action Stations) includes cards called Rammer.  is this something which derives from a subsequent version of the rules, as in my version, it is up to the player to declare a ram?  Is it the intention that a ram can only be executed by a ship holding that card?

Alan, the ram card is used to indicate the action as stationary for a turn after a ram, no other  card is played.
