The best army?

It is important in CK that every army has a fairly equal chance of winning the game.
The chance of winning should rely heavily on how good the player's tactics are.
Each army should have it's own way to win though.

This is why there are victory point adjustments for levy, chariots etc.
Also some scenario bonuses for levy.

If some armies are a bit(?) better then that will have to be  put up with.
It is very important that players can build any army and enjoy success and use (a big wish).

Here is what i think might be a best army
Successor army (Successors are the generals of Alexander who split his empire up after his death).

This successor is Ptolemy
Cavalry, armoured with shield    27  Compulsory, but they can get around a flank to grab zones.
Mounted skirmishers x2    16 Mounted skirmishers can move quickly to provide support or harassment.
Pikes  Unarmoured with shield.  4 units Levy. 4 units trained. 144 Pikes are powerful. Maybe levy can still hold their own?  Subject to shooting damage but skirmisher must do their job.
Auxiliaries x3= 33  Cheap and able top traverse  tricky scenery.
Foot skirmishers  x6= 42 This is the maximum for this army. More would be great though.
Elephants  x4=32 Shock potential?
Artillery x2= 6 Cheap and might kill someone???

I've always liked the successors... lots of variation on a theme to play around with
The successors always suffered shortages of trained manpower so relied heavily on the traditional levies of the Achaemenids in their region and bulked out their core troops with freshmen which sometimes made them more brittle in combat. Elephants still had the power to spook cavalry unused to them. Maybe if your own army does not field them you should take a morale saving throw if your cavalry get close enough to them...
Everyone was after elephants - so much so the local populations of Syrian/Western Asiatic nellies crashed and never recovered...
Has the potential to be as colourful as a Persian army and as tactically effective as a Macedonian one.
