Desant questions

Are nations other than Russia allowed desant ?
The discussion in the rules revolves around Russian doctrinal use, but does not specfically ban its use by other countries. Historically it was used ad hoc by Britain and Germany on occasions, and perhaps by the US

Is the example company in the rules, with two platoons riding two tank units, in fact illegal ? Such a company would start with all units on table and no reinforcements
