Collateral effect

Sorry for a third question today!  Argueing with myself over the rules (its why I hate solo gaming)

The collateral effect rules state this is only for Mortar, HMG, AA and towed gun. Why not tank or AC gun. After all its quite possibly the same gun as a towed one but in a motorised armoured box?  Or am I misreading this.
