question about first version of the rules and helicopters

I noticed in the flow Charts, one of the possible effects is the ability to nominate a unit to be Helicopter inserted. I know rules wise only professional units can take this. However, the rules do state that results that lower troop quality can still take helicopters. My question is does this rule allow me nominate any unit for helicopter insertion, or only professional units?

My memory says yes....but it may be worth trawling through the old Yahoo group as I seem to recall lots of discussion around helicopters back in the day. Still a great set of rules!
