Peasant generation

Watching the videos for MOCB, it seems peasants are generated if any unit enters a village square.

Page 24 says peasants are generated when a VC unit arrives. Instead aay this was my recollection.

Also, can the VC recruit peasants with White Star forces in proximity? I can't see anything to say they cant...

You are right and I am wrong. Peasants only placed/numbered when VC arrive.
No recruitment when US in proximity  see page 16 "proximity". A bit hidden I think.
