Note that Western Supported can take 1-2 regular and 1 militia. They can't pay for a 4th unit so they have to have 2 regular and 1 militia.

Maybe allow them 1-2 militia or allow them 0-1 professional?

Also Super Power have to start with 2 regular and 1 militia. Their only option is to buy a 4th unit which has two be regular. I note that this may be intentional
