Communications is usually done twice before the game starts and at the end of each turn.
This usually gives 7 occurrences.
This does not seem enough to get units on the table etc.

We will try 2 communication attempts per turn.
This will  give a usual of 10 occurrences.  That should be enough?

Yes you are correct. Two uses of it per player turn.
This would allow a player to have the same thing twice

Last night I believe we both, attacker and defender, had everything on the table by turn 8.
