How many Casualties needed

Roughly how many casualties are needed for CWB per side?

I could be nasty and say never enough, but then you'd probably beat me. I'd go for 2 packs a side, so 16 for each side.

John is right, but I'm fairly sure I've never used them all! Certainly you need 10 or so, so 16 covers you for when a really disasterous event occurs, like charging guns loaded with cannister
