Nearly done rules

Western rules are almost done. the delay is due to my being full time at work these last few weeks.  The rules are about done and printing will start soon (ish)!

Rules masters have now been sent off to Tim printer.  There will be a pre-order offer out later this week.

I have put some blurb on TMP and on the PP rules page. i will do a full page of details as per other PP rule sets.
