I still have the 2006 version of the book (green cover w/ tommies crouched behind a disabled MKIII). Has the black and yellow newer edition Changed anything of note? Is it a rewrite, a clearer format, etc? I see there is an actual "army builder book", are the army builds any different or better?

The latest edition is 2015.
In those 9 years not much changed.
If you play 2006 and then 2015 they are about 65% the same.
1. More company lists. Hence the second volume .
2. Morale system different.
3.Company commander different.
4. Changes in victory points.
5. Scenery different.
6.SMGs different.
Plus a alot of other small bits. Sorry I cannot remember hem easily due to the long time elapsed :)
Others might be more alert.
Same = basing, points, table size, shooting, assets.
Do ask, if there is any particular mechanism that I can chat about.

The changes that were made make the game a better game, and as we have found they will play larger tables too. Very adaptable.
Tanks can now HE at infantry targets as well, which is good common sense.
Smoke rules and HE rules are a lot better too.
It is very much a company of infantry with supporting arms, whichever support you think will do the job in hand best.

PBI is the company level game FOW should have been, but battlefront turned it into a 'tank harvest game' akin to Warhammer 1.943K....... it's dreadful. PBI hands down, I honestly do not understand why PBI isn't far more popular her in the US, over FOW or 'bolt action 😖'.....
I think the simple answer is FOW has coloured books with lots of pictures of tanks, big guns and aircraft which you all have on the games table. Also everything is worked out and sold in unit boxes.
PBI is mainly infantry, with supporting arms, all of which you have to work out the composition of each platoon yourself. The rules give you the skeleton for each nation but the player puts the flesh on deciding what is in his force.
Yes, I think Stewart is right. Not to be pejorative, but PBI is clearly a grown ups game, where as FOW and BA are for those that don't want to have to think about things too much.
