trying out 10mm for Prussians, as my 15mm are gone... I'm not keen. But good figures for this period are sparse to say the least
I'm a big fan of the C19th Europe 10mm figures.
Looks good, but the flock is too long for figures so small.
Have you tried any of these?

For me the figure size is hard to use, must be an age thing!!
I can vouch for Les's recommendation - these are very good for 15mm and would work well for 10mm.
I apply PVA glue to the base with a brush, and then apply the flock with a puffer bottle created from old Vallejo bottles. I've recently started to attach a wire from my static grass box to apply some current and make the fibres stand to attention when they land.
