Modelling snow.

Ok looking for ideas for creating snow permanently on figure bases.

Ideas for materials, colours, techniques etc.

I've used ready mix wall compound to a useful degree. The kind that you can put water in if it dries up, and mix. A little bit of glue added in makes it firm. Though, depending on the brand for either the glue, or the filler, it might discolour in a few years down the road. Can't safely say!
